Any Monday through Friday. Saturdays and Sundays are treated as weekend days and are not counted, even if they fall between your start and end dates.

Yes. If both the start and end date fall on a weekday, they are each counted as one business day, matching how most deadlines and contracts are read inclusively.

Does this exclude public holidays?

No — it only excludes Saturdays and Sundays. Public holidays vary by country, region and organization, so they are not built in; subtract any known holidays from the result yourself if you need an exact figure for your calendar.
